花旗銀行研究部副總裁楊海全則稱，天晉II單位數目達784個，是大型項目之一，並主攻3房或以上的大單位，在目前收緊按揭貸款下，要保證項目銷情理想，真的存有難度。「目前天晉II推售單位每伙涉及逾千萬，只能承造五成的按揭貸款，換言之，買家需要拿出逾$500萬的資金入市，此舉非人人輕易做到。金管局自11年6月收緊按揭貸款後，僅得$600萬以下的單位能借盡入市，影響換樓客、豪宅買家的入市意慾，令新盤大單位的銷售添難度。」
他續指，天晉II首批50伙的價格，在扣除車位、各項優惠等，與同系天晉1期現時二手價相若，訂價克制，但在買家角度看，1年前後新盤訂價相若，感覺「抵買」，牽動買家的入市情緒及意慾。
事實上，新地於11年11月推售天晉1期至今，反映整體樓價走勢的中原城市領先指數（CCL）已上升19.5%。
九龍城曉薈開價則高於同區物業價格，主要是項目全為細單位，買家不愁借不到錢，即使實用面積呎價高逾$2萬，其投資吸引力亦高於天晉II，因此，推出單位亦獲全數認購。楊海全直言，金管局收緊按揭貸款，扭曲了發展商對新盤在各類型單位的訂價，因此，只要發展商能推動$1,000萬以上單位的銷售，日後推動細單位就更容易。
天晉II是季內推售的大型新盤之一，發展商訂價克制，若整個銷售取得價量兼備的佳績，有助收窄當區一、二手物業的價格差幅，變相令當區二手市場降溫，業主放盤叫價進取的心態亦會改變過來，日後樓市能穩健地發展。
