薄扶林鬆綁 地主大起底

政府日前提出有意撤銷在薄扶林及半山區施行約40年的延期執行履行權行政措施，除政府地可提升使用效能外，區內由發展商及名門家族持有的土地，未來也會大幅增值。
富豪家族受惠
該行政措施於上世紀70年代初已實施，不過，收效並不太明顯，基於部門之間的不協調，及涉及範圍內的土地契約，屬無限制的舊契約，因此，半山一帶高樓大廈更如春筍林立，措施形同虛設。僅個別於如嘉華（173）及莊士持有寶珊道地皮，未能獲寬免。政府暫未公佈詳細涉及範圍，但本報翻查資料現時不太多發展商持有土地的薄扶林區，只如太古地產（1972）、新地（016）及和黃（013）等。至於有地的富豪家族則有余道生家族、前首席大法官楊鐵樑岳父譚雅士家族、及卓能地產主席趙世曾等，而有關措施在區內施行得相對較好，如中余道生家族持有的薄扶林道126號多福大廈，過去曾申請放寬重建密度及高度，但遭城規會否決。而持有摩星嶺道2號的聖公會、摩星嶺道6號業主代表和10號業主立案法團，去年更就該行政措施，提出司法覆核。
如恒隆地產（101）跟心光盲人院合作，將薄扶林道心光盲人學校重建為豪宅的計劃，多次闖關被拒，建議的發展密度及高度一降再降，由最初的最高30層，最終減至不逾七層，雖勉強獲城規會將有關土地用途改為綜合發展，但發展內容仍需該會首肯，才能展開。
不過，政府過往也有因個別原因，解除薄扶林區個別發展的延期執行履行權，如數碼港、薄扶林道128號及華貴邨等。
政府如全面撤去有關行政措施，相信發展商及地主將有極大得益，如和黃所持有的沙宣道29及30號、和霍英東家族持有的沙宣道33號大宅，可重建約20多層高物業。
